Illegal Dumping Causes City of Bakersfield To NOT Empty Our Dumpster

I live at this apartment complex and I've noticed a family, who lives up the street, dumping trash cans full of household waste into our designated dumpster. Also, some people decide to dump unwanted furniture pieces either in or around that dumpster- which causes the City of Bakersfield to not empty out the dumpster. I suspect this because when I got to the complex, trash and a remains of a couch are scattered through the alley. The trash and debris are even blocking parking spots that are usually occupied by an elderly couple. I understand that this neighborhood is a little on the "undesirable" side of town, but, people still live here.
