Concerns with oil well

I'm concerned about the oil well next to the apartments that I live in. For the past month or so I have had issues with dry and bloody nose and have been waking up gagging and at times having trouble breathing. I would like to know if something can be done to investigate the well or other things that could be causing my symptoms. A bunch of boogers, this hasn't been an issues until recently. It usually smells most in the middle of the day, the smell I get is similar to when you leave the stove on for too long or like really strong cat urine. When the well operates it is so loud that it keeps me up at night. It was operating at the end of last year and hasn't been on as much since.
