Captured footage of an emission coming from the alon refinery. It seems to be coming from a tower or flare

Made contact w/ facility and responded. Same day @ 3:15. Confirmed that the flares (steam assisted flares) were emitting steam. Determined that they were compliant w/ permit conditions and rules.
