Huge fire on refinery flare

Description:
I smelled something that smelled like plastic burning and went outside. The flare at the refinery is huge and has some black smoke coming from the end of the fire. This is not normal because the fire likes like it's 20 feet long it's almost as tall as the flare itself.

SJVAPCD: No violation. Power failure occurred at the plant. Common for birds running into powerlines (not what happened here but potentially).
