Issues with refinery

I have had issues with the refinery for years. There has been oil mist on the cars at night at least three times in the past 10 years or so. There is a strong crude and sometimes rotten egg smell that settles inside my house. I hear them release stuff at 2-3 in the morning. It almost always smells at night and around Noon it goes away usually. Why did some guy tell me about this and not the government?
