Black smoke from Flare at refinery

Description:
I was driving by the refinery and I saw black smoke coming from the flare at the refinery. I stopped for a few minutes and it was blowing black smoke the whole time.

SJVAPCD: Black smoke was not confirmed coming from the flare. Power failure caused an issue at the facility which required them to use the flare.
