Smelly foam from pipe

Addressed the visual and odor nuisances. Plans have been submitted by the city and the land vendor. SWB staff is looking at the plans and identifying if it's an adequate fix. A cease and desist for water disposal was sent before this, and WB is looking to see if the fix is sufficient to allow for water disposal. Local WB is looking into the plans as well. Follow up inspection once the wastewater treatment facility repairs and improvements are completed. Looking into if the land has a permit to use the effluent for land application.
