White smoke going from garlic company

Description:
I was driving south on the 99 and noticed a white cloud with an opacity of around 25 to 30% coming from the north side of the garlic company facility. The cloud was staying low to the ground and traveling Northwest. The cloud was not dispersing or acting like vapor. It was a rolling cloud. This happened around 6:50 p.m.
