Neighbors in Delano creating own speed bumps on County Line Rd.

There is a person in my neighborhood who is creating multiply speed bumps with a backhoe on County Line Rd here in Delano. This family is crating a hazard for our families and neighbors around us. There is one way in and one way out of this neighborhood and it has become very difficult for us to take and pick up our children from school and to go to work. We have tried to work with the City of Delano, County of Kern and private ententes to solve this issue, however, none seem to not have jurisdiction of this area. According to the dairy operator next door, half of this street belongs to Tulare Co and the other half Kern Co. Can someone help.
