Smoke stacks and strong odor from CRRR

Hello good morning, it is Sept 11th 2014 and the time is 8:39am. i am on Bear Mt. Blvd in Arvin i just passed the Community Recycling Center and there is a strong odor as i am passing by. I can still smell the odor and can see smoke stacks that are coming out of piles of dirt, i am not sure what it is but there is smoke stacks coming out of them. It is very close to the intersection of Hwy 223 and Wheeleridge Rd, okay that is all, thank you.
