Chevron owns public roads?

Description:

Apparently someone spilled 30 barrels of oil on the road. When I try to drive past the area Chevron had the street closed, not the city or the county or any government agency. Does Chevron own the roads? They didn't tell me what was happening. They just told me to shut up and turn around. Will there be any community notification on this or does Chevron have the power to close roads and cut off access to people?

04/01: CalGEM -Pipeline rupture, car accident non-related. OSPR (Office of Spill Prevention and Response) and CalGEM responded and performed inspections and nothing entered the water way, waiting for more info. Site has been fully cleaned up and pipeline is being fully re-tested CalGEM has asked for a root cause analysis and will receive this at some point. 6/3: Root cause analysis: Cause of leak could have been from usage or age of the pipe. No direct violation.
