Strong smells from refinery

The one-hour average has been between 3-16 ppb from 11pm the 8th to 8am on the 9th. The 5-minute average was up to 18. But the math doesn't appear to look correct on the chart as around the highest one-hour average, the 5-minute average is lower, so there should be numbers higher than 18 to bring the average up to 16. This could be an example of level 0 data being pulled out. We should look here when we get the quarterly reports.
