In December of 2014, KEEN reported to the local air district a report of leaking oil tanks that the company "Petro Capital Resources" was operating, this report led to 2 different Notice of Violations for PCR. Again, in May 29th 2015, nearly 6 months later KEEN made another report to the air district along with capturing footage of the tanks with FLIR technology, which were still leaking after the initial NOV's were issued.
