Tons of Sludge and Ash Dumped on the ground

Description

North of Bakersfield, about a quarter mile NW of the intersection of Famoso Hwy and Hwy 65, sits a pile of black sludge and ash plus some cow manure. This is not material suitable for spreading on farmland although that may be the excuse of the property owner. This is a dump for possible hazardous waste. At the least, it needs to be tested and disposed properly. It can blow in the prevailing winds towards Bakersfield.
