Burning every night

I live in south west Bakersfield on golden sunset ct 93313. Almost every other night around 11-12 someone around my house will stay burning. At first we thought maybe the fire place but as days past the smell got worse. We like to sleep with window open and there have been times i have women up to my entire room smelling as if it was burning to the ground. I believe they may be burning trash. Not sure who to call
